The support for NTSC on PAL

First of all, this modchip seems to be the best one yet. Nice features!
A question though, what defines the "partial" support for NTSC games on PAL machines? Why is it only partial supported?

This means that only around 70% of all NTSC games will boot. Which games boot and which not depends on how they were programmed. The not-working games will never work unless a more sophisticated modchip will be released which hacks the bios of the wii.

does redsteel, super swing golf or sonic and the secret rings work on the pal wii?
